Circuit Breaker Trip

During a fire, what makes a circuit breaker trip? Does the breaker trip only from arcing? Or from overcurrent? Must there be electricity flowing through the breaker or is heat alone enough to trip it? As shown in the video below, heat alone can trip the breaker.
