Water Exposure to Wires

We all know "water and electricity don't mix" but is that necessarily a cause of the fire? Does electrified water constitute a competent ignition source? Is it more of a hazard to humans as opposed to a fire hazard? Will exposed wires exposed to water spark and short out a circuit?
